This web project displays a few wholly or partially declassified "memcons"
from the collection National Security Adviser. Memoranda of Conversations,
1973-1977. Hundreds of additional mermcons are available in the

During the Nixon and Ford presidencies, staff members routinely took notes at high-level meetings involving the discussion of national security and foreign affairs questions. These meetings included both those involving only administration officials and those between foreign officials and the President. After the meetings, the notetakers turned the handwritten notes into typed records conveying the essence of the discussions. These documents are known as memoranda of conversations. Brent Scowcroft, Deputy National Security Adviser (1973-75) and National Security Adviser (1975-77), took the handwritten notes which form the basis for the bulk of the memcons, but NSC and State Department notetakers produced some. |
