New York Power Authority President Elected to APPA Board

WHITE PLAINS—Roger B. Kelley, president and chief executive officer of the New York Power Authority (NYPA), has been elected to the Board of Directors of the American Public Power Association (APPA), a national organization that provides a range of services and representation for publicly-owned electric utilities.
“The American Public Power Association will benefit greatly from Roger Kelley’s service to the nation’s more than 2,000 community-owned and state-owned electric utilities,” said Alan H. Richardson, APPA president and chief executive officer. “APPA plays a key role in advocating federal policies that serve the consumer interest in every state of the nation, as well as promoting the highest standards and best practices among our membership.
“NYPA is one of the largest public power systems in the nation, and a leader in promoting energy efficiency. We are grateful that Mr. Kelley will share his experience and leadership during the crucial years ahead as we tackle a variety of energy and environmental issues,” Richardson continued.
“It is a privilege to be named to the American Public Power Association board and to have the opportunity to contribute to this essential organization and the interests of millions of people around the country served by not-for-profit electric systems,” said Kelley. “I hope to make a meaningful contribution in applying my more than three decades of experience in the electric utility industry to this leadership role, and to be a strong advocate for public power systems.”
Kelley, who took office as president and CEO of the Power Authority in July, was elected to the APPA board on Oct. 1 and is completing an unexpired term that ends in June 2008. He will then be eligible for election to a full three-year term. NYPA is the nation’s largest state-owned electric utility and has been a member of APPA since 1985.
Prior to joining NYPA, Kelley had served since 1997 as senior vice president-chief technical officer for Fortistar of White Plains, a leading developer and operator of power plants. He oversaw technical and operational matters for the company’s 45 domestic power plants, as well as project acquisition and development in the United States and other countries.
He is a graduate of Northeastern University in Boston and took graduate courses at C.W. Post College on Long Island. He began his professional career with New York State Electric & Gas Corp. He also worked for Empire Energy Corp., Commercial Union Energy Corp. and LS Power Corp. before joining Fortistar in 1992 as a vice president and general manager.
Kelley, who lives in Clarence near Buffalo, is a registered professional engineer in New York State and a member of the Institute of Electrical and Electronics Engineers. He is a past chairman and board member of the Independent Power Producers of New York and has written extensively on electric energy matters.
APPA is governed by a 37-member Board of Directors that represents different regions of the country. More than 3,000 people participate in specialized APPA committees, task forces and other groups that help to develop an array of policy positions and services. About 60 APPA staff members serve the association’s membership.
APPA’s mission is to advance the national public policy interests of its members and their consumers and to provide services to help ensure adequate, reliable electricity at a reasonable price, with proper protection of the environment.
