GSA Governmentwide Excellence in Performance-Based Service Acquisition Awards

GSA partnered with the Performance Institute to sponsor two Governmentwide Excellence in Performance-Based Service Acquisition Awards. The governmentwide awards are for $2,500 and recognize a civilian associate and a DoD associate.

Nominations are due February 10, 2007.

Award Winners 2005
Michele Y. Brown was one of the two the 2005 recipient of the Governmentwide Excellence in Performance- Based Service Acquisition Award. Ms. Brown was the program manager during the acquisition phase for the Front End Business Integration (FEBI), an initiative of the Office of Federal Student Aid (FSA), Department of Education, to modernize and integrate its core front-end business functions through the reengineering, replacement, and retirement of existing legacy systems. Through her leadership and demonstration of the Seven Steps process, the FEBI core team promoted adaptive and useful changes in the front end business processes of FSA.

Lawrence E. Ries was also awarded the GSA Excellence in Performance-Based Service Acquisition Award in 2005. Mr. Ries managed the Infrastructure Systems Support (ISS) procurement for GSA after a federal agency's Office of Information Technology sought GSA's expertise to replace expiring contracts with an enterprise task order. He recognized the opportunities for better acquisition strategies, and worked with the agency's CIO to fully implement a performance-based acquisition.
