  4. Project Description on Experience to Date

    1. Project Description

      1. Problem:

        AZ Department of Health Services is working on the design and development of a data integration system (active warehouse). This warehouse will facilitate the sharing of information among groups to identify children with special needs, maximize resources, and initiate interventions.

      2. Goals and Objectives: List up to 5 major goals and time-framed objectives per goal for the project.

        Goal 1: Decrease mortality and morbidity for women of prenatal age, infants and children by integrating systems of early identification and early intervention.
        Objective 1: By August 2006, evaluate whether system as currently designed is providing program-relevant information and data to the MCH program and refine as needed.
        Objective 2: By August 2006, define a plan to disseminate Newborn Screening Program information electronically to health care providers.
        Objective 3: By August 2006, complete user handbook for data warehouse, including procedures to access, data dictionary, and reporting functions.
         
      3. Activities/Methodology undertaken to meet project goals:

        During the remaining grant period, the focus of activities will be to work with Information Technology Services and the Newborn Screening Program to ensure that data reporting continues through the scheduled upgrade of Neometrics software scheduled for June 30th, and to explore using the Arizona State Immunization Information System (ASIIS) to disseminate newborn screening results to the provider community at the point of contact with infants. Another major focus of effort will be to evaluate progress and refine the project to ensure that it is meeting the needs of the maternal-child health (MCH) program. Stakeholders will be convened to identify unmet MCH program-relevant information needs, and prioritize them. Final development will focus on unmet priority-need areas. Finally, a user handbook will be finalized to include procedures to access the system, a data dictionary, and new reporting functions.

      4. The first three Healthy People 2010 objectives which this project addresses are listed below.


      5. Coordination: List the State, local health agencies or other organizations involved project and their roles.

        The Bureau of Epidemiology and Disease Control and the Division of Information and Technology Services at the Arizona Department of Health Services will participate in development of the system. Input will be sought from the Arizona Chapter of the American Academy of Pediatrics, community health centers, and other health care providers to help define a user-friendly interface for reporting.

      6. Evaluation : briefly describe the methods which will be used to determine whether process and outcome objectives are met.

        A successful process should lead to an information system that is widely accessible to interested parties, yields information helping to identify and monitor trends, supports strategic planning, coordinates, integrates and effectively directs resources. Whether these objectives are met will be determined through feedback from the MCH program.

      1. Experience to Date :

        One of the major accomplishments of the previous reporting period was the development of a process to link birth certificate data with newborn screening data, and define management reports. Reports have been defined to identify newborns who were not screened, and to identify infants with abnormal results. Data extraction and reporting from the data warehouse also facilitated improved processes in several programs, including the hearing and screening program, Traumatic Brain Injury, the Well Woman Program, and the Child Fatality Review Program.

  6. Annotation:

    The importance of identifying children in need of services, gathering and using relevant child health data, and monitoring service delivery, while developing methods for ensuring child confidentiality, informed consent, and sharing of data, is well recognized. The purpose of this proposal is to continue the present effort of data integration, therefore improving identification of health conditions and intervention methods for the children of Arizona and their communities.
