Award Programs
The awards described here are included in the Office of Federal Procurement Policy (OFPP) Shine initiative to increase the visibility of acquisition awards and improve the sharing of successful practices. As Administrator, I want to ensure that outstanding acquisition professionals are recognized for their contributions and that their practices are made available to others. The federal acquisition community is responsible for managing $400 billion each year to support the missions of hundreds of agencies, and members of this community continually excel in meeting mission goals while ensuring that taxpayer dollars are spent wisely.
The Shine initiative will increase the visibility of existing and new award programs that recognize federal employees or teams that demonstrate acquisition excellence. Additionally, through the Federal Acquisition Institute (FAI) Web site, award-winning and nominated practices will be indexed and described to ensure that these practices are disseminated widely for use by other organizations. Award recipients and descriptions of their successful practices (PDF 6.9MB).
Through this initiative, I hope to see an increase in the quantity of quality nominations for awards so that we can recognize, as a community, our excellence in supporting the government's many critical missions. Please review the information below and nominate individuals or teams, as appropriate, for recognition. We have contracts that demonstrate our very best collective acquisition accomplishments. Goods and services are acquired on time at reasonable prices. Companies make deliveries to us every day that are within budget and meet schedules. 2008 Shine Winners’ Recognition

Chief Acquisition Officers Council Acquisition Excellence Awards 2008
The Chief Acquisition Officers Council is pleased to announce the Acquisition Excellence Awards 2008 and requests nominations of teams or individuals that have demonstrated excellence in acquisition management.
Submissions should reflect excellence in the broad category of acquisition management, which may include, but is not limited to, areas such as acquisition teaming, increasing competition, strategic sourcing, acquisition workforce, program management, competitive sourcing, or other area of focus. Nominees may be federal contracting officers, contract specialists, contracting officer technical representatives (COTRs), program or project managers, other acquisition professionals, or teams that include any of these individuals. This year several awards will be given based on the quality of the nominations, and each award will be accompanied by a monetary award at an event to be determined this summer.

The description must specifically address each of the selection criterion listed in the nomination requirements and should include examples and results of the team's or individual's efforts. Request for Award Nominations
The Fairfax County Chamber of Commerce's Northern Virginia Government
Contractors Council (GovCon), the Professional Services Council (PSC), and
Washington Technology partner each year to present three major awards: 1) the
Contractor of the Year Award, 2) the Executive of the Year Award, and 3) the
Public Sector Partner of the Year Award. Nominations for the first two award
categories are due on June 13th. However, nominations for the Public Sector
Partner of the Year Award are due no later than July 3rd to ensure that the
public sector has sufficient time to nominate top federal acquisition
professionals.
The criteria for Public Sector Partner of the Year is someone who has
demonstrated leadership and vision in building a spirit of partnership with the
private sector and/or leading change in the procurement community. The applicant
must be a senior procurement or operational executive. Nominators will address
the following in their submissions on each of the following equally weighted
criteria.
* Innovation displayed by the applicant
* Broad implications of the initiative or leadership beyond the applicant's own
agency or program
* Teamwork displayed by working with the private sector business community
