    Henderson, Hunt, Jefferson, Johnson, Kaufman, Leon, McLennan, 
    Milam, Montgomery, Nacogdoches, Navarro, Orange, Panola, Parker, 
    Rusk, Sabine, San Augustine, Shelby, Smith, Tarrant, Upshur, 
    Walker, Williamson, and Wood Counties for debris removal (Category A) 
    and emergency protective measures (Category B)
