On August 29, 2006, the FAA published the Congestion and Delay Reduction at Chicago's O'Hare International Airport final rule. This rule requires an Arrival Authorization for any scheduled arrival at O'Hare during the hours of 7:00 a.m. through 8:59 p.m. Central Time, on Monday through Friday and 12:00 p.m. through 7:59 p.m. on Sunday. The O'Hare Arrival Authorization program is a web-based application that implements the blind market elements of the above final rule for the posting of Arrival Authorizations for sale and/or lease, the submission of bids and details of the transaction once completed. In addition, carriers seeking to buy or to lease Arrival Authorizations may post their requests using this program.

In order to use the O'Hare Arrival Authorization Program, users are required to register.
