The OER develops and implements NIH Grants Policy,
monitors of compliance with PHS policy on Humane Use and Care
of Laboratory Animals, coordinates program guidelines, and develops and
maintains information systems for grants administration.
- The OLAW publication, IACUC Guidebook, Second Edition 2002, discusses
issues facing IACUCs in their oversight duties. The Guidebook presents guidance based on the collective
experience of the authors and OLAW precedent and interpretation of the Public Health Service (PHS) Policy.

- The 2007 Animal Care Annual Report of Activities is now available. This report provides
information about USDA’s enforcement of the Animal Welfare Act (AWA) and highlights projects
and activities conducted by USDA in its administration of the AWA. It also contains
a summary of related regulatory and legislative actions taken since the AWA became law
as well as figures from research annual reports and detailed enforcement data.
