This resource paper assesses the impact of the Balanced Budget Act of 1997 (BBA) on Graduate Medical Education (GME). It discusses BBA provisions dealing with Medicare payments to teaching hospitals to reimburse GME costs, and incentives for GME programs in out-of-hospital settings to support health professionals training in primary care specialties and rural communities.
