The Title V legislation requires that States budget at least 30
percent of their Federal Allocation to services for children with
special health care needs (CSHCN) (or ask for a waiver). The Federal
Allocation makes up only a portion of the total Federal-State Title
V Block Grant Partnership Budget. The percentage of the Partnership
budget to be earmarked for CSHCN is not set by Federal legislation
and varies across States. These tables display the Federal contribution
to services for CSHCN relative to the total Partnership budget.
The Partnership budget and the Federal Allocation are displayed
for each State; the amount and percentage of each that is earmarked
for CSHCN also are displayed. Federal CSHCN funding as a percentage
of the Partnership budget for CSHCN is calculated by dividing the
"Federal Allocation Earmarked for CSHCN" by the "Federal-State Block
Grant Partnership Budget Earmarked for CSHCN." National and/or
regional totals are displayed as well.
