Guidelines for State and Territorial Oral Health Programs

This manual was designed to assist local, state, and territory oral health units develop oral health services. It provides and overview of current oral health issues and describes the capacity and infrastructure of public oral health programs. The manual also provides guidelines for assessing oral health status and needs and developing plans and policies in collaboration with governmental agencies external to the state health agency and organizations, associations, and groups in the private, public, voluntary, and nonprofit sectors. It includes references.
