Contracting Officer Technical Representative (FAC-COTR)

The Contracting Officer Technical Representative Certification prepares individuals in agencies to act for the Contracting Officer in certain situations and administer a contract on a daily basis.

    This memorandum establishes a structured training program for COTRs and other individuals performing these functions.
  • Certification Requirements
    Consult with your Agency Acquisition Career Manager (ACM) for the FAC-COTR requirements and process for your agency and for your particular contract assignment. FAI recommends the following training modules for newly appointed COTRs. The exact composition of courses will vary depending on your experience, your Agency, and the requirements of the contract. Your Contracting Officer or ACM will make the final determination on your required classes. Recommended modules for newly appointed COTRs include:
    • COTR with a Mission Focus (CLC 106 - 8 hours or CLPs)
    • Contracting Overview (CLM 024 - 8 hours or CLPs)
    • Market Research (CLC 004 - 3 hours or CLPs)
    • Contract Source Selection (CLC007 - 2 hour or CLP)
    • Ethics Training for Acquisition, Technology, and Logistics (CLM 003 - 2 CLPs)
    • An additional 18 CLPs of assignment specific training is needed to complete FAC-COTR certification. Consult with your ACM on the courses you need to fulfill your COTR responsibilities.

    The essential competencies required for Contracting Officer's Technical Representatives (COTRs) or equivalent positions. These competencies form the foundation for the knowledge, skills, and abilities to effectively perform as a COTR.

  • Continuous Learning Points (CLP) Requirements
    Individuals certified with FAC-COTR must accumulate 40 CLPs every two years to maintain their certification to act as a COTR. Refer to the OMB memo on FAC-COTR (PDF 643KB) to see what activities and training will fulfill the CLP requirements for FAC-COTR.

    This COTR Community of Practice provides a central clearinghouse of knowledge and learning assets as well as foster the sharing of best practices and lessons learned within the COTR Forum Area.
