Presidential Inauguration Information from the District of Columbia
Motor carriers, chartered buses (including chartered shuttle buses), and other vehicles which fall under the definition of apportionable vehicles, but are not apportioned or fully registered in the District of Columbia, may obtain a trip permit for a $50 fee. The Trip Permit is valid for six (6) days of travel within the District of Columbia. It must be maintained in the vehicle throughout the duration of travel in the District of Columbia, and may be purchased 60 days in advance. The trip permit is only to be used for the vehicle listed on the front of the permit. 

For Tractors and Trailers only, businesses may purchase trip permits from TRANSMIT AMERICA. Please visit the TRANSMIT AMERICA website for more information.  Customers may also visit the DMV - Information Desk located at 95 M Street SW, Washington DC. Monday - Saturday 8:15 AM - 4:00 PM (Sunday Closed) to apply, pay and receive Trip Permits. 

The accepted forms of payment are:
Credit Card (Visa, Master Card, Discover)
Money Order/Check (Made Payable to "DC Treasurer")
No Cash Accepted

In preparation for the dramatic increase in visitors, please note the holiday schedule for the District of Columbia and the Department of Motor Vehicles includes the Inaugural Day and Dr. Martin Luther King's Birthday.  All DMV facilities will be closed Saturday, Jan. 17 through Tuesday, Jan. 20.  Due to the magnitude of this event, bus companies and drivers are encouraged to obtain trip permits and parking passes as soon as possible to ensure availability.

It is prohibitive in the District of Columbia to idle a gasoline- or diesel-powered motor vehicle other than a private, non-commercial passenger vehicle for more than three minutes while the vehicle is parked, stopped, or standing -- you may receive a $500 fine.  You may idle a vehicle for up to 5 minutes when the temperature is at or below freezing (32º F).

Motor Vehicle Fuel, Aircraft Fuel, and Special Fuel
Assembly Bill 595 (AB595) passed during the 2007 Legislative session, makes various changes regarding the imposition, reporting, payment, collection, refunding, and administration and enforcement of certain taxes on motor vehicle fuel, aircraft fuel, and special fuels.

In addition, resulting from passage of AB595, should a special fuel user be deemed to be habitually delinquent in the payment of amounts due, a bond in an amount not less than $2,500 will be required.

These amendments to Nevada Revised Statute (NRS) and Nevada Administrative Code (NAC) provided for the issuance of bonds by the county fair and recreation board in certain counties in Nevada, as a means of assisting in the funding of highway projects implemented throughout the state. Those projects will now require a cost and benefits analysis prior to implementation.

 

Motor Carrier Staggered Registration Periods
Assembly Bill 5 (AB5) passed during the 2007 Legislative session allowed the Department to adopt varying dates of registration for vehicles registered through the Motor Carrier Division of the Department of Motor Vehicles. Intrastate (Nevada only) vehicles will now be assigned to one of three registration periods:

Period One - January 1 - December 31
Period Two - April 1 - March 31
Period Three - October 1 - September 30

As a result, various changes to the scheduled payment of fees for the registration of certain heavier vehicles, and certain installment periods have also been changed.

BIODIESEL/ALTERNATIVE FUEL REPORTING
Alternative fuel producers and users must report and pay taxes. This includes biodiesel and fuels based on vegetable oil and similar substances. See Biodiesel/Alternative Fuels.

 
CLEAR KEROSENE AGREEMENT
Fuel suppliers, dealers and purchasers must sign an agreement on the use of clear kerosene that is similar to the existing agreement on the use of dyed diesel.

IRS NOTICES
The IRS has announced that E-File is now available for excise taxes including the Heavy Highway Vehicle Use Tax. Also, imported heavy vehicles may be subject to a 12% tax at the first use or retail sale.

UCR REGISTRATION
If you operate any truck or bus in interstate commerce, you must register with the federal Unified Carrier Registration (UCR) program. Nevada is a non-participating state and does not offer this service. However, Nevada-based carriers must comply with UCR. You must register with a participating state. Online registration is available at www.ucr.in.gov or see UCR Contacts.
