The Agency's Office of Operations specializes in five areas of services to the Courts - Community Justice Resources Branch; Court Services Branch; Forensic Toxicology Drug Testing Laboratory; Supervision Branch; and the Treatment Branch.
   
   
 

Community Justice Resources Branch

The Community Justice Resources Branch provides specialized supervision to defendants with mental health and dual diagnosis needs and community-based supervision and services to defendants to assist them in meeting their pretrial obligations. Staff of the Branch work with and support the other pretrial functions by assessing needs, identifying community and social services, referring for services, monitoring defendants receiving services, and evaluating service providers. The Branch also establishes and coordinates partnerships with community entities through implementation of memoranda of understanding.

Court Services Branch

The Court Services Branch interviews, investigates, and conducts risk assessments for arrestees in D.C. Superior Court and United Sates District Court. Functions include:  conducting interviews with and researching background information on defendants charged with Federal criminal violations, DC criminal, traffic and regulatory violations; preparing bail reports and recommendations on release conditions; monitoring evening curfew and electronic monitoring conditions; and investigating failures to appear and resolving outstanding bench warrants.

For defendants awaiting trial in U.S. District Court, the Branch is responsible for:  supervising defendants' compliance with conditions of release and assisting defendants in meeting court obligations; reporting to the court on defendants' pretrial status and compliance with conditions; providing recommendations to resolve noncompliance or other pretrial issues; documenting information and reporting and testifying as required; supervising sentenced individuals pending surrender for service of their sentence; and providing courtesy supervision of defendants charged in other Federal districts.

Forensic Toxicology Drug Testing Laboratory

The Forensic Toxicology Drug Testing Laboratory is responsible for the collection, analysis, and documentation of drug tests of defendants ordered by the D.C. Superior Court and United States District Court and for offenders under supervision of the Agency. The Laboratory conducts and documents the full range of forensic screening and confirmation analyses to detect drug use; provides testimony and interpretation of data to the courts, PSA and Agency staff; and provides expert consultation necessary for supervision and management of individual in pretrial and post-sentence status. Functions also include monitoring, documenting and reporting on defendants' compliance with drug testing conditions.


Supervision Branch

The Supervision Branch supervises defendants awaiting trial and pending sentencing in D.C. Superior Court and U.S. District Court (when those defendants are under high-risk supervision). Functions include supervision of defendants' compliance with the conditions of release and assistance in meeting the conditions; referral for treatment or other intervention services; notifying defendants of court dates; reporting to the court on defendants' pretrial status and compliance with conditions of release; recommending resolution of noncompliance or other pretrial issues; documenting information and reporting or testifying as required; co-supervision of clients with other organizations; and providing courtesy supervision of defendants charged in other state or local jurisdictions.


Treatment Branch

The Treatment Branch manages the Superior Court Drug Intervention Program, an outpatient substance abuse program for defendants charged with nonviolent offenses, and the New Directions Program, for defendants charged with felony and misdemeanor offenses. Other functions include assessment of defendants to determine treatment and social service needs; conducting evaluations of defendants and making recommendations to the court on program eligibility; development and administration of treatment; identification and provision of direct client treatment; documentation and reporting to the court on defendants' status in treatment and compliance with conditions, and providing recommendations to resolve noncompliance.
