Program Assessments

The overarching goals of the Stem Cell Therapeutic and Research Act of 2005 (Stem Cell Act 2005), Public Law 109-129 are to provide support to patients who need a potentially life-saving bone marrow or cord blood transplant (also called a BMT) by:

  • Helping more patients receive a transplant from an unrelated donor or cord blood unit 
  • Improving health outcomes for patients receiving a transplant 

Performance Standards and Measurements describe how to accomplish these goals for each contract of the C.W. Bill Young Cell Transplantation Program. Each contractor reports its performance measurements to HRSA.

The Program Assessment Rating Tool (PART) measures the performance of every Federal program. PART goals are evaluated by the U.S. Office of Management and Budget.
