THE OFFICE OF THE NORTHWEST REGIONAL COUNSEL The Office of the Northwest Regional Counsel (GCNW) is co-located with the Northwest Region of the NOAA National Marine Fisheries Service (NMFS) in Seattle, Washington. GCNW provides legal advice and assistance on issues related to the administration of NOAA programs in the Pacific Northwest, including Washington, Oregon, and Idaho.  GCNW has elevent attorneys, one paralegal, and one support staff.
