The applicants whose proposed principle investigator is new to the field, as well as those with previous rural health services research experience, may apply. The proposed principle investigator however should have at least one publication in a peer-reviewed journal of which he/she is either the author or co-author. Institutions that received a grant award under the Targeted Rural Health Research Grant Program (formerly titled the One-Year Rural Health Research Grant Program in 2005 and 2006) within the last three years (i.e. September 2005, 2006, or 2007) are not eligible for funding under this program for FY 2008. Schools that receive a Rural Health Research Center (RHRC) award in 2008 are ineligible for the Targeted Rural Health Research grant program because these entities will already be receiving research funding for a similar program from HRSA. Separate schools within the same university however, would be eligible. Applicants must be capable of receiving the grant funds directly and must have the capability to manage the project. No “financial intermediary” grant applications will be accepted.
