About the Service Expansion Supplemental Grant Competition

An important element of HRSA’s commitment to improving and expanding access to needed primary health care services is the delivery of primary health care services for the underserved through operational support under the Health Center Program (i.e., Community Health Center (CHC), Migrant Health Center (MHC), Health Care for the Homeless (HCH), and Public Housing Primary Care (PHPC) Programs) authorized under section 330 of the Public Health Service (PHS) Act, as amended. Access to mental health/substance abuse services, oral health care, and pharmacy services is critical in ensuring the overall health and well-being of the populations served by health centers funded under the Health Center Program. The goal of these funding opportunities is to increase access to, oral health, pharmacy, and behavioral health services.

Only the following applicants are eligible

  • Applicant must be an existing health center grantee. Health center grantees are those organizations which currently receive funding under the Consolidated Health Center Program authorized under section 330 of the PHS Act, which include:
    • Community Health Centers (CHC) – section 330(e)
    • Migrant Health Centers (MHC) – section 330(g)
    • Health Care for the Homeless (HCH) – section 330(h)
    • Public Housing Primary Care (PHPC) – section 330(i)
  • Applicant must not be an organization that received funding for the first time under section 330 as a new start in FY 2007 or FY 2008.

For Oral Health Services, competing organizations must:

  • Propose to establish or expand oral health services onsite or off-site, either via health center staff or through a contractual agreement to provide services
  • Apply exemplary practices and lessons learned
  • Utilize effective risk management practices
  • Incorporate program activities into the health center quality plan

    In addition, competing organizations are strongly encouraged to utilize the comprehensive oral health approach in developing the oral health service delivery plan.

For Comprehensive Pharmacy Services, competing organizations must:

  • Propose to establish or expand pharmacy services in one of the following ways: 1) establish a licensed in-house (onsite) pharmacy staffed by a registered pharmacist, 2) provide pharmacy services through a contractual agreement with a licensed pharmacy (on-site or off-site), or 3) propose a combination as specified in the Alternative Demonstration Projects (AMDP)
  • Increase patient access to affordable pharmaceuticals through participation in HRSA’s 340B program and the 340B Prime Vendor Program
  • Utilize effective risk management practices
  • Incorporate program activities into the health center quality plan
  • Apply “best practices” and efficient pharmacy management
  • Provide pharmaceutical care to improve patient outcomes including medication therapy management, disease management, and other clinical pharmacy services

    In addition, competing organizations are strongly encouraged to collaborate with an accredited school or pharmacy in planning and implementing its pharmacy services program.

For Behavioral Health Services, competing organizations must:

  • Propose to establish or expand behavioral health services onsite or off-site, either via health center staff or through a contractual agreement to provide services
  • Incorporate health care plan goals and objectives to improve patients’ health outcomes by reducing the rate and improving the management of alcohol and drug dependence; depression and other mood disorders; anxiety disorders; attention deficit and disruptive behavior disorders; and other mental disorders
  • Apply exemplary practices and lessons learned
  • Utilize effective risk management practices
  • Incorporate program activities into the health center quality plan

    In addition, competing organizations are strongly encouraged to utilize an integrated primary behavioral health care model/approach in developing the behavioral health service delivery plan.
