Abstract:

This report presents findings from a qualitative and quantitative analyses on the likelihood of urban evacuation to rural areas and provides recommendations for rural emergency planning and response. It reviews evacuation literature, identifies the major issues surrounding potential evacuations, and presents findings from a national survey of urban residents to determine their evacuation intentions following emergency scenarios. The report includes recommendations, tables, and figures.
