Yes, Program Development/Analysis is a new core function for the National Technical Assistance cooperative agreement.  

Activities under each core function must support and advance the HRSA/Bureau of Primary Health Care (BPHC) mission/goals and focus on BPHC-funded health centers.  The extent and type of activities under each core function should depend on demonstrated health center needs and HRSA/BPHC national priorities.
