  The National Technical Assistance cooperative agreement application guidance Program Expectations section talks about "data and information systems." Does this refer to a concept or to a warehousing function?  Please clarify.

Data and information systems refers to the capacity of an organization to continually assess the training/technical assistance needs of health centers and unmet needs for primary care, as well as an analysis of the health policy and marketplace conditions in the Nation.
