End of Operations (EOR) Help

The purpose of the End of Operations Report is for the applicant to provide to the appropriate MMS district office the as-built information with regard to a wellbore that has been created or modified under approval of a permit. This would include those permit(s) utilized for drilling, APD, AST, and ABP along with their revised counterparts RPDs, RSTs, and RBPs. Also included are permit modifications APM and their revised modifications RPMs.

The presentation of the EOR is somewhat different than the other permits and reports contained within eWell. Since the EOR must encompass a variety of situations, the report is structured into branches to provide the user an easily definable path for the completion of the form. This structure is outlined on the Directory Page of the report.

The operator need only follow the proper well status branch to effectively complete the form. These branches include the following:

  1. Drilling Operations

  2. Completion Operations

  3. Abandonment Operations

  4. Other Operations

Who Must File
Any operator of a lease or unit on the Federal OCS who drills, completes, performs a workover, or abandons a well pursuant to a properly approved exploration or development and production plan.

When To File
The End of Operations Report is automatically generated when an operator initiates a WAR on a current wellbore. DueDates are established by the system within 30 days after commencement of a wellbore operation. A “Due Date” in the eWell system is initiated by the following means:

  1. When an operator submits a Well Activity Report (WAR) the wellbore listed in the current wellbore automatically generates an EOR. This EOR remains in a pending status until the operator checkmarks the last WAR entry (last report). At that time a “Due Date” of 30 days after the “Ending Date” of the last report (Operational End Date) is affixed to the EOR.

  2. When a wellbore is plugbacked from the current wellbore and moved into the “Operational Wellbore Section” on the Wellbore page of the WAR (See WAR HELP). The “Due Date” of this EOR is 30 days after the subject WAR start date or the TD Date, whichever is entered on the wellbore.

Exceptions can however be made to the rule. In the case that the proposed work cannot be performed on the wellbore, district engineers can delete the EOR from the generated list. The operator can instruct the district personnel to delete an EOR on the last WAR narrative. Type this in large bold letters:

The work performed does not warrant the submittal of an EOR
