Arrest of Three Sex Offenders

The United States Marshals Service have arrested three subjects who failed to register as a sex offender.

The first subject arrested was Richard A. Brown, 36, of 205 Elder Street, Greenville, SC. Brown was suppose to be living at 1538 Bonwood Rd., Wilmington. On August 8, 2006, New Castle County Police did a verification of the defendant’s address and determined he did not live at this address. By Delaware State law, Brown was obligated to notify the state of his change of address. The United States Marshals Fugitive Task Force received information Brown was in the Dover, Delaware area and has since relocated to Greenville, SC. Marshals in South Carolina arrested Richard Brown at approximately 9 a.m. in the front of his yard.

Brown is being held in Greenville County, South Carolina pending extradition to Delaware.

The second person arrested was Brian J. Phillips, 28, of 903 W. 34th Street, Wilmington, DE. Phillips was convicted of unlawful sexual intercourse in the third degree in April 1998. As a register sex offender, Phillips was supposed to notify the State of Delaware when he moved. New Castle County Police went to his address of record and determined he moved. Phillips relocated to 903 W. 34th Street, Wilmington. Phillips was arrested just before 8 a.m. on Philadelphia Pike and Harvey Road by the United States Marshals Fugitive Task Force.

The third person arrested was Michael Clay Campbell, 45, of 634 Cooper Ave., Charlestown, MD. Campbell was living in Delaware at 77 Gypsum Dr., Maple Square Trailer Park, Newark and was a convicted sex offender in Maryland. By law, Campbell was required to register in Delaware but, never did so. New Castle County Police obtained warrants for failure to register as a sex offender. Campbell was arrested by the United States Marshals First State Fugitive Task Force and Cecil County Sheriffs Office at his current address of 634 Cooper Ave., Charlestown, MD.

Campbell is being held at the Cecil County Detention Center pending extradition to Delaware.

The United States Marshals First State Fugitive Task Force is comprised of law enforcement officers from the United States Marshals Service, Delaware State Police, Delaware Probation & Parole, New Castle County Police and Wilmington Police.
