Federal/State Disaster Aid Tops $90 Million

Raleigh, NC -- A total of $90.1million in federal/state disaster aid had been approved through Tuesday, nearly seven weeks since President Bush declared the state eligible for federal disaster assistance immediately after Hurricane Isabel made landfall on September 18.
Only twelve days remain for residents with uninsured losses from the hurricane and other storms to register for assistance. The deadline to register for uninsured damages caused by the hurricane is Monday, November 17.

"Call now," says Gracia Szczech, the federal official coordinating the response for the Federal Emergency Management Agency (FEMA). "The deadline is almost here. There is money to help you, and your community, recover-but you need to register now."

Individuals may apply for disaster assistance by calling FEMA's toll-free registration line at 1-800-621-FEMA (3362) or TTY: 1-800-462-7585 for the speech- or hearing-impaired. Hours are 7 a.m. until 8 p.m., Monday through Saturday.

The following is a summary of the response and recovery activity to date since President Bush declared the state eligible for federal disaster assistance on September 18.

On March 1, 2003, FEMA became part of the U.S. Department of Homeland Security. FEMA's continuing mission within the new department is to lead the effort to prepare the nation for all hazards and effectively manage federal response and recovery efforts following any national incident. FEMA also initiates proactive mitigation activities, trains first responders, and manages Citizen Corps, the National Flood Insurance Program and the U.S. Fire Administration.

Total Apps = Total number of households and businesses in each county that have registered with FEMA through November 4. (Application deadline: November 17, 2003.)

# rec'g Housing $ = The number of applicants receiving money so far for home repairs or temporary housing (for example, to rent a place to live while repairs were being made to their home). This aid is funded 100 percent by FEMA.

# rec'g ONA $ = The number of applicants receiving money so far through the Other Needs Assistance (ONA) program. ONA gives assistance to applicants who have disaster-related necessary expenses and serious needs not covered by insurance. These may include medical, dental and funeral expenses, as well as personal property, transportation and other expenses. This aid is funded 75 percent by FEMA, 25 percent by the state.

# SBA loans = The number of applicants, including individuals and families as well as businesses, that have been authorized loans so far from the U. S. Small Business Administration Disaster Loan Program.

Public Assistance = The federal and state assistance that pays for emergency measures and debris removal, and for permanent repairs to roads, water control facilities, public buildings and publicly-owned utilities damaged in the disaster. The program is for state and local governments, Native American nations and organizations, and certain qualifying nonprofit organizations. The figures given for each county are accurate within approximately one percent; the variance results from administrative costs, which can vary for each individual applicant within the county. The figures will continue to rise as projects are approved. All the projects, including the statewide projects listed at the bottom of the chart, are funded 75 percent by FEMA and 25 percent by the state.

<5 = Less than five. When the total number of applicants in a category is less than five, this rounded figure is used rather than indicate how much particular individuals got, in accord with Privacy Act requirements.
