Beginning June 30, 2006, NIH is moving to a new Performance Management Appraisal Program (PMAP), a single Departmental performance management system for non-SES managers, supervisors, and employees. The overarching goal of the new PMAP is to create a more meaningful and objective means to evaluate and recognize employee performance. PMAP focuses on a “results-oriented” process that identifies critical objectives for each employee. This ambitious effort is a direct result of the President’s Management Agenda and the “One HHS” 20 Department-Wide Objectives. To ensure that our managers and supervisors are equipped with the skills and information to successfully manage their employees’ performance, as required by PMAP, visit the NIH/OHR- NIH Performance Management Guidance website for additional information http://hr.od.nih.gov/PerfMgmt/default.htm.


Mandatory Training:
Online training for the new Performance Management Appraisal Program (PMAP) at NIH is now available. All supervisors and employees are strongly encouraged to complete the mandatory training in its entirety. This training must be completed before June 30th. For instructions on how to access the HHS Online Training Guidance, please read below: Instructions -- Accessing the online training: If you are a new HHS Learning Portal user, please see the attached Student Reference Card which provides helpful information to new users.

  To Log On to the HHS Learning Portal:
Go to: http://lms.learning.hhs.gov
Click on "log on" near the right top
Enter your user name and password and click “log on”

To register for the PMAP Employee course:

Click on “Course Catalog”
Click on “Catalog and Registration”
Click on “Browse Catalog”
Scroll the list of categories and click on “Human Resources Management”
Scroll to bottom and click “Next 1>”
Click on the title “Performance Management Appraisal Program for Employees”
Click on “Register”

To Launch the PMAP Employee course:

Click on “My Info”
Click “Current Registrations”
Click on the title “Performance Management Appraisal Program for Employees”
