Asian American/Pacific Islander Employment Program (AAPIEP)

The meeting was called to order by the Chair, Dr. Bill Bunnag,
at 12:10 p.m.
The NIH Asian American/Pacific Islanders Strategic Plan was discussed.
Mr. Wells forwarded the document to the members prior to the meeting
and Ms. Lee responded with her comments and suggestions subsequently
by e-mail to all members. It was pointed out that the first version
was discussed at a meeting earlier this year. At that time, Dr.
Liu mentioned that the committee would be best served if the focus
and goals could be narrowed so they could be more readily accomplished.
In general, the committee still agreed with Dr. Liu and agreed
with Ms. Lee's comments, which essentially parallel Dr. Liu's suggestions.
Dr. Shen agreed to work with Mr. Wells to tighten the goals and
schedules. Ms. Lee also discussed two documents: The White House
Initiative on Asian Americans and Pacific Islanders and Meeting
the Needs of AAPI Communities. She suggested that the strategic
plan should be promulgated in the context that these documents
address.
The committee concurred that the new version of the strategic
plan may be reviewed for the final recommendations, if any, electronically
(i.e., E-mail).
The committee expressed its appreciation and thanks to Mr. Wells
for his diligence and persistence in working with the contractor
to establish and release the AAPIEC HomePage Web site ( http://oeodm.od.nih.gov/aapiec/) .
There were some comments and suggestions including the lack of
Pacific Islander-appearing picture(s) to depict inclusion of this
group, (there are Asian-appearing individual images and, albeit
subliminally, images are important in conveying this inclusivity),
inclusion of announcements of meeting and special event schedules,
the count of visits ("hits") to this site, and inclusion
of a group picture of committee members. There was disagreement
regarding the inclusion of meeting minutes. This matter will be
resolved at a future meeting. Dr. Nakamura suggested that there
should be resources and/or links to other useful and informative
sites to address the question of "What's in it for me?" for
most visitors to this site.
For more visibility of this committee and its missions to the
NIH employees, it was recommended to Mr. Wells that a publication
of the existence and especially the Web site address of this committee
be published in the NIH Record independent of other special groups.
The wording and description of the committee was agreed on previously.
Dr. Shen discussed briefly the subject of Stereotype and Image
Building. She had previously sent the information to the members.
Because of the time constraints, and since this is a very significant
and quite pertinent area to the mission of this committee, this
will be presented to the committee and others at a later meeting.
It was felt this topic should be conveyed to the higher hierarchy
at NIH.
The chair noted that the next scheduled committee meeting will
be on December 18. Since this will be during the holiday period
and some members will have schedule conflicts, the Chair asked,
and the members concurred, that there will not be a meeting in
December.
The chair mentioned that his 2-year term will expire in January
and this meeting is his last meeting. He expressed his utmost appreciation
and gratitude to the OEODM, and specifically to Mr. Wells and Mr.
Self for inviting and selecting him, and subsequently Dr. Zerhouni
for appointing him, to chair this committee. He considered it a
privilege to serve the NIH and the NIH AAPI employees/communities
and to have had the opportunity to work with other members toward
common goals. He referred to the many accomplishments of the committee
during his tenure, such as the AAPIEC Web site, consideration of
the strategic plan, mentorship workshops, dialogues with Dr. Kington,
the NIH deputy director, and Mr. Self, the OEODM director. He pledged
his continued support for this committee and its missions.
The Chair expressed his appreciation to Dr. Joannie Shen for her
willingness to serve as chair this committee and nominated her
for this position. As required by the Operating Procedures of this
committee, it was moved, seconded and the members voted unanimously
to elect Dr. Shen to be Chair of the committee. Her first meeting
as Chairperson will be on January 15, 2004 (unless the regular
third-Thursday-of-the-month schedule is changed).
The meeting was adjourned at 1:15 p.m.
