disAbilities
Mission Statement:
The NIH Employees Council on disAbility's (ECA) mission is to
function as an independent resource, analyst, facilitator, spokesperson,
liaison,
and
advocate for
individuals
with
disabilities to the Director of NIH through the Office of Equal Opportunity
and Diversity Management (OEODM), regarding the following concerns:
- ensuring an ongoing dialogue between NIH employees with disabilities
(See legal definition below) and the NIH Director’s office;
- increasing
employment, career advancement, and retention of employees with disabilities;
- improving the representation of employees with disabilities in the
NIH work force;
- eliminating the accessibility and communication barriers
encountered by NIH employees with disabilities; job applicants with
disabilities;
patients who have a disability; and visitors with disabilities;
- improving the general accessibility of NIH programs, research,
outreach, education, and community relationships; and
- improving the NIH’s
ability to identify areas needing improvement, establish goals/targets
and tracking progress toward attaining stated
goals.

- Federal law requires all programs and activities at NIH
to be fully accessible to every employee.
- Videos and movies shown at NIH must be open-captioned.
- All literature and publications must be available in Braille, large-print,
and other accessible formats.
- Employees with documented disabilities that make commuting difficult
in bad weather may request permission to stay home during inclement
weather. (Uniform Implementation of the Inclement Weather Policy)

status of NIH plans to make all buildings on- and off-campus fully
accessible.

The ECA's Objectives Are:
- To make recommendations to the NIH Director and other appropriate
NIH components concerning improvements needed in NIH's employment
policies and programs;
- To promote the use of reasonable accommodation at NIH and
eliminate barriers to the hiring and upward mobility of NIH employees
with disabilities;
- To enhance professional interests and promote career development
and advancement of employees with disabilities by facilitating their
movement into professional, managerial, and policy making positions;
- To assist NIH in promoting, establishing, and increasing
participation of employees with disabilities in the work force;
- To facilitate the improvement of the NIH disabilities program
so it can eventually become a model for other organizations.
- To increase compliance with the Rehabilitation Act of 1973
and any subsequent related rules/laws issued by enhancing access
to information through electronic communication, distribution of publications,
and coordination
of initiatives.
