Purpose
To finalize minor
revisions to proposals submitted by apparent awardees.
Procedure
Contracting officers may change terms and conditions that were not part
of a selection with offerors selected for award. Items that may require
minor revision include subcontracting plans and goals, and data and reporting
details. We cannot change any factor that could have affected a selection.
The government may also request that offerors make minor revisions.
Contracting Officers
- Work with offerors in finalizing revisions.
- After offerors finalize details, obtain from them a confirmation
letter that states any proposal revisions, the agreed to cost or price,
and if applicable, a certificate of current cost or pricing data. The
official contract file must document the finalization process.
- If a material change occurs in requirements, reopen the competition,
and give all offerors submitting final proposal revisions an opportunity
to resubmit proposals. Significant changes in an offeror's cost proposal
may also require reopening a competition if the changes alter factors
used in the selection.
