FEMA Issues $37 Million in New Grants for Louisiana Recovery

BATON ROUGE, La. -- The U.S. Department of Homeland Security's Federal Emergency Management Agency (FEMA) announced 12 new grants totaling $37.1 million to help Louisiana communities recovery from Hurricanes Katrina and Rita. The grants are part of FEMA's Public Assistance Program and include money for temporary health facilities, repairs to the Superdome, to build schools, and to remove debris.

Recipient Funding* Description
Louisiana State University Health Center $13,125,000 LSU Health Center will lease, remodel, and equip St. Charles Hospital to provide 100 medical-surgical beds for the returning population.
Louisiana State University Health Center $3,719,999 LSU Health Center will lease Elmwood Medical Center as part of its efforts to alleviate immediate health threats to the general public. This lease is temporary, while LSU remodels the University Hospital Complex.
Louisiana Stadium and Exposition District $4,822,772 The Superdome sustained serious damage by rain and debris when 150 mph winds ruptured and ripped the outer membrane. Rainwater penetrated the membrane and the insulation and all levels of the facility, including ramps, hallways, seating areas, offices, suites and the playing field. This damaged the electrical distribution system, water pumps, elevators and video boards and caused structural damage to interior walls.

Louisiana Stadium and Exposition District

$1,522,579 The Superdome was damaged when wave action caused rainwater to enter the facility through space under the entry doors and penetrate the ground floor to a depth of approximately 1.5 feet. This project includes installing drying and dehumidification systems, removal of standing water, performing limited demolition to remove wet acoustical ceiling tile, damaged carpets, wet drywall and vinyl wallpaper, etc., with resulting debris to be removed, cleaning and treating affected surfaces with germicide to retard growth of microorganisms and moisture mapping and infrared scanning to monitor the drying process.
St. Bernard Parish $1,693,870 Hurricane Katrina caused widespread damage in 92 St Bernard Parish sewer lift stations.  This project covers emergency pump-out (EPO) of lift stations which involves installation of a pre-cast concrete pump-out boxes and associated pipelines and connections to connect the EPO to the existing force mains.
St. Bernard Parish School Board $1,238,307 Hurricane Katrina caused catastrophic damage which resulted in the loss of all St. Bernard Parish schools and offices.  All school and office buildings are unsafe.  Damage to structures is so extensive that they cannot be used until restored. This funding will provide the parish with 18 temporary classrooms and two office buildings.
Plaquemines Parish $1,218,682 The entire roof and interior of the Buras Auditorium was destroyed by hurricane force winds and floodwaters.  The foundation, structural steel and brick structure and several windows survived.  The entire roof will be replaced and the interior will be gutted and rebuilt. 
Plaquemines Parish $3,640,637 Debris removal
City of Gretna $1,737,500 Debris removal.
Orleans Parish Criminal Sheriff’s Office $1,189,187 The vehicle maintenance building was flooded to 4 ft above ground level for a two-week period. Due to the extensive damage to the primary and secondary structural components and systems, selective demolition and repair would require replacement of 80% of the building; the concrete slab and foundations would be salvaged.  The facility will be demolished above grade and replaced. Submerged electrical apparatus will be replaced.
Jefferson Parish School Board $1,057,277 This project is for site work for travel trailers purchased under a separate project worksheet.  It includes labor and materials for installation of temporary electrical services; labor and materials for water/sanitary sewer services; access road and parking areas, fence and gates, demobilization and restoration of interim housing site
Louisiana Department of Agriculture and Forestry $2,227,809 In response to Hurricane Rita, the applicant coordinated fuel distribution efforts which included locating, allocating and disbursement of emergency fuel for many different emergency purposes.  Fuel was supplied to generators at several tent cities, soup kitchens, hospitals, nursing homes, temporary fuel depots, police, the Air National Guard and buses used in the evacuation effort.

FEMA prepares the nation for all hazards and manages federal response and recovery efforts following any national incident. FEMA also initiates mitigation activities, trains first responders, works with state and local emergency managers, and manages the National Flood Insurance Program.
