Standard Operating Procedure Table of Contents

Purpose
To prevent NIAID from making an award before an institution has its research
misconduct documentation in place.
Procedure
To receive funding for any grant except a conference grant, institutions have to establish and maintain an assurance that certifies they have a process for responding
to allegations of research
misconduct as described in federal regulation 42
CFR Part 93.
Institutions establish their assurances when their institutional
business officials sign the SF
424 (Cover Page) form (for an electronic
application) or the face
page (for a paper application). The grants management specialist forwards the cover pages to
the Office
of Research Integrity (ORI), who establishes a record for each institution and sends a welcome
letter.
Institutions maintain their assurances by filing an
Annual Report on Possible
Research Misconduct through
ORI's Annual Report System.
ORI will impose
a bar to award if it does not receive this annual report.
In addition to keeping their assurances, institutions must provide their policies
and procedures to ORI if requested to do so.
Grants Management Specialists
Look out for red bars and yellow warnings in IMPAC.
Lifting Bars
A "red bar" means that
an institution has not submitted its annual report or its
misconduct policy, despite ORI's request. Red bar
applications cannot be awarded.
To lift this bar, email Contact
for NIAID Staff, ORI's
assurance program manager.
Include the institutional profile (IPF) number, name of institution,
and grant number.
ORI collects the necessary documents and removes the bar
from IMPAC after it has the institution's assurance and annual reports.
Lifting Warnings
A "yellow warning" means that an institution has not established an assurance with ORI, but should still receive its award. It's most often used for new institutions.

for NIAID Staff, ORI's
assurance program manager.
- Include a PDF of the SF
424 Cover Page or the face page.
- If you can't email either document, fax it with a cover letter
to ORI at 301-594-0042.
When ORI receives the institution's paperwork, it establishes an assurance and updates the institution's IMPAC
record.
