AUSTIN, Texas -- Due to declining applications, the U.S. Army Corps of Engineers (USACE) will be consolidating the number of Operation Blue Roof Right-of-Entry (ROE) Collection Centers beginning Nov. 11, 2005.

The USACE currently hosts 17 ROE Collection Centers in 7 counties. On Nov. 11, the USACE will limit operations to the five sites listed below. If applications continue to decline, the Corps will close all collection sites on Saturday, Nov. 19.

Nearly 25,000 applications have been received from homeowners affected by Hurricane Rita at ROE Collection Centers. Homeowners must sign ROE forms to allow inspectors to enter private property to determine eligibility of the residence for a Blue Roof.

Operation Blue Roof, which is funded by the U.S. Department of Homeland Security’s Federal Emergency Management Agency (FEMA), gives homeowners free, temporary roof protection from further rainwater damage. USACE administers the program, hiring contractors to install heavy duty plastic sheeting to patch damage.

FEMA prepares the nation for all hazards and manages federal response and recovery efforts following any national incident. FEMA also initiates mitigation activities, trains first responders, works with state and local emergency managers, and manages the National Flood Insurance Program and the U.S. Fire Administration. FEMA became part of the U.S. Department of Homeland Security on March 1, 2003.
