Confusion Concerning 100 Percent Debris Removal Funding Clarified By FEMA

Little Rock, AR -- Some Arkansas counties are experiencing confusion with respect to President Bush's recent decision increasing the federal funding to 100 percent for eligible ice storm debris removal. Arkansas entities qualifying for assistance must still comply with the in-place competitive bidding process. These entities:

Local officials have reported that some contractors are under the mistaken impression that the 100 percent funding change supersedes compliance with existing state statutes concerning the acceptance of competitive bids.

"Nothing has changed with respect to the Federal Emergency Management Agency concerning the bid process," said Ken Davis, FEMA Public Assistance Officer. "Simply because we are now paying at 100 percent does not change the basic guidelines Arkansas entities must follow to be in compliance with existing regulations. Entities still need to get competitive bids in order to assure that funds are being spent prudently," concluded Davis.
