Purpose
To withdraw from IMPAC applications
that are nonresponsive to a request for applications (RFA) or program announcement (PA).
Procedure
Scientific review officers (SRO) work
with program
officers to determine whether applications are responsive to an RFA or PA. If an application is nonresponsive, the program officer notifies the investigator, then requests the application's withdrawal from IMPAC by submitting a 901 form.
The 901 form should go through division coordinators, who forward it to DEA's Staff
Only Contact. The DEA contact sends the 901 form to the Division of Receipt and Referral in the Center
for Scientific Review.
Applicants
Program Officers
- Determine which applications are nonresponsive
to an RFA or PA, taking SRO input into account. If more than
one institute or program officer
is
involved,
the program officer from the lead institute for the initiative leads
the effort, coordinating with the others to create one list of nonresponsive
applications.
- Send the PI a nonresponsive notification letter or email, copying the institutional business official and the SRO. See the Withdrawal of an Application Sample Form Letter for an example.
- For each nonresponsive application, complete and submit a 901 form.
Be sure to indicate "withdraw" rather than "return/delete
from IMPAC."
- Attach a copy of the letter or email you send to the PI to the 901
form and send to your division coordinator. He or she will forward the information toStaff
Only Contact, who faxes all documents to Contact for NIAID Staff in CSR.
Scientific Review Officers
- Determine your own list of nonresponsive applications to
discuss with program officers.
- Ask program officers to determine which applications are nonresponsive, and give them a due date for compiling a list.
- Resolve differences so program officers can create a final list.
- Make sure NIH has withdrawn nonresponsive applications
from IMPAC. Otherwise, NIH cannot release any priority
scores for the initiative, and the nonresponsive applications will
continue to appear in IMPAC.
