PROPOSAL NO. 98-12: Indicator Value in Field 355
1 BACKGROUND
The U.S. National Imagery and Mapping Agency (NIMA; formerly Defense Mapping Agency) has purchased an integrated library system and is in the process of converting its records into MARC. It expects to distribute some of its cataloging records in the future. One of the levels of security used in their present system is not currently accommodated in Field 355 (Security Classification Control). This field will be one of the selecting factors for what records are distributed.
2 DISCUSSION
NIMA needs to be able to identify that the security classification recorded in field 355 is for the database or bibliographic record. While the first indicator (Controlled element) has value 8 (None of the above), NIMA needs to know specifically that the security classification is for the entire record, as distinguished from the other values.
The first indicator is currently defined as follows:

0 Document
1 Title
2 Abstract
3 Contents note
4 Author
8 Other element
In these cases, the record itself is considered classified, since it is not desirable to make its existence
known, although the item it represents is not classified. Often it is the case that the record is not to
be distributed because NIMA wants the existence of the item made known through the country
involved, not through NIMA. This could be handled locally by an indication that the record may or
may not be distributed, except that NIMA wants to be able to communicate the record to other
military agencies through their system. Thus, a local field is not a solution.3 PROPOSED CHANGES
