NAME: Expanding the use of field 028 (Publisher Number) in the USMARC Bibliographic Format

SUMMARY: This paper proposes modifying the definition of field 028 in the USMARC Bibliographic format so that it is not limited to sound recordings, videorecordings and printed music, but can also be used for other music related material. It proposes the addition of a new first indicator value 5 for Other publisher number to be used for publisher numbers that do not fall into any of the other values and a change of name for value 3 to Other music publisher number.

PROPOSAL NO.98-3: Expanding the use of field 028 (Publisher Number) 

1.    BACKGROUND

Field 028 (Publisher Number) is used for formatted publisher's
numbers and the format specifies that its use is limited to sound
recordings, printed music, and videorecordings.  A first indicator
value is used to specify the type of publisher number that is
recorded (issue number, matrix number, plate number, other
publisher number, or videorecording number).  Music publishers have
begun to use similar numbers on music related material that they
issue that are not sound recordings or printed music.  For
instance, a libretto, which would be cataloged as language
material, might be assigned a music publisher's number. The Music
Library Association (MLA) and the Online Audiovisual Catalogers
(OLAC), Inc. have requested that the USMARC Advisory Group consider
a change in definition in this field so that publisher numbers on
forms of music-related material other than sound recordings,
printed music and videorecordings can be recorded in the same
field.  The Canadian Association of Music Libraries (CAML) also
supports the proposed change in field definition.

The following examples are for books (which would be coded as
language material) that contain publisher numbers that currently
may not be included in field 028.

      it cannot be recorded in field 028.  Other materials that are
      music have the same type of publisher numbers that are
      recorded in field 028.

Since items that are not sound recordings, music or videorecordings
are being issued using the same number scheme as those considered
publisher numbers for those particular materials, it is desirable
to include them in the same field.

2.    DISCUSSION

Field 028 is defined as follows:

028   Publisher Number  (R)

      This field contains formatted publisher's numbers used for
      sound recordings, printed music, and videorecordings. 
      Publisher's numbers that are given in an unformatted form are
      recorded in field 500 (General Note).  Field 028 is repeatable
      for multiple numbers associated with an item.

Discussion Paper No. 103 explored the current uses of field 028
(Publisher Number) and field 037  (Source of Acquisition) for
publisher numbers and considered possible changes to the fields to
allow for more consistent recording and less redundancy of the
information.  It suggested two options.  Option 1 was to allow for
field 028 to include publisher numbers found on any type of
material, and either expanding the first indicator value 3 (Other
publisher number) to include the additional meterial or defining a
new indicator 3 value for numbers on items that are not sound
recordings, printed music, and videorecordings could be defined. 
Option 2 was to redefine field 028 to include the information
previously in field 037 and make field 037 obsolete.  The
discussion revealed that although there was sometimes confusion
with sound recordings, printed music, and videorecordings as to
when to use 037 and when 028 because it is not always clear what is
a publisher number and what a stock number, that Option 1 (using
field 028) was preferred (also by MLA and OLAC). 

There was no consensus as to whether an additional value in
Indicator 1 was needed as this depends upon whether there is a
reason why systems would want to separate those items that are not
sound recordings, music or videorecordings using Indicator 1.

Thus, it is proposed that field 028 remove the restriction
concerning the form of material.  In cases of doubt whether the
number is a publisher number, field 028 should not be used.  

The first indicator of field 028 value 3 could be left with its
current definition (i.e., applicable only to sound recordings,
printed music, and videorecordings), with its name augmented as
follows:

  3 - Other  publisher number
      Value 3 indicates that the publisher number for music is other
      than an issue, matrix, or plate number.

A new Indicator 1 value would be introduced for other music-related
publisher numbers.


3.    PROPOSED CHANGES

The following is presented for consideration:

In the USMARC Bibliographic Format, in field 028 (Publisher's
Number):

  - Modify the definition of field 028 as follows:

      This field contains formatted publisher's numbers used for
      sound recordings, videorecordings, printed music, and other
      music related material.  Publisher's numbers that are recorded
      in the bibliographic record in an unformatted form are
      recorded in field 500 (General Note).  Numbers that are
      identified as stock numbers are recorded in field 037.  In
      case of doubt as to whether a number is a publisher's number,
      record the number in field 500 or 037.  Field 028 is
      repeatable for multiple numbers associated with an item.

  - Change the name of value 3:
      3 - Other music publisher number              

  - Define a new first indicator value 5:
      5 - Other publisher number
      Value 5 indicates that the publisher number is other than any
      of the other defined values (i.e. it is not a publisher number
      for a sound recording, music, or a videorecording).
