NAME: Redefinition of Field 210 (Abbreviated Key Title) in the USMARC Bibliographic Format

SUMMARY: This proposal suggests that field 210 be broadened to include both abbreviations of the key title and abbreviated titles not based on the key title. In order to broaden the field, the names of the field and subfield $a are changed, the field is made repeatable, a second indicator (Type of Abbreviated Title) is defined, and subfield $2 (Source) is added.

PROPOSAL NO.98-1: Redefinition of Field 210 (Abbreviated Key Title)

1.   BACKGROUND

     Field 210 is currently used by ISSN centers to record an
abbreviation of the key title based on _ISO 4,
Documentation--Rules for the Abbreviation of Title Words and
Titles of Publications and List of Serial Title Word
Abbreviations_.  This definition excludes catalogers from
providing access to  other title abbreviations used in
abstracting and indexing services that may not be based on the
key title.  Providing such access is important because these
abbreviations are frequently used in citations from which patrons
then search for journals.

Some agencies, such as the National Library of Medicine, create
abbreviated titles for use in particular indexing/abstracting
services, e.g. MEDLINE.  These abbreviated titles may be based on
the key title (field 222) or they may also be based on the title
entry (e.g., the title proper from field 245 or the title proper
as qualified in field 130).  This title abbreviation may or may
not match that which is assigned by the ISSN center based on the
key title.  In cases where such an abbreviated title differs,
there is a need to give access to them.  Additionally, both these
and other abbreviated titles may be found on the publication
(often in a citation note or as a running title).

2.   DISCUSSION

Providing additional abbreviated titles in CONSER and other
serial records may provide useful access points for the citations
to enable users to identify the titles to which the citations
refer.  Expanding field 210 would accommodate such titles.  

Field.  During the discussion of this issue at the CONSER
Operations Committee meeting in May 1997, the question was raised
whether an abbreviated title found on the piece,  particularly as
a running title, could not be accommodated by field 246 (for
which there is a special indicator value for running title). 
According to CONSER program staff, discussions with catalogers
since that time indicate no strong preference for whether to code
abbreviated titles found in the piece in field 210 or 246.  

Thus the field definition and scope could be revised as follows:

     Field 210 contains a title of the work as abbreviated for
     purposes of indexing and citations.  Field 210 is supplied
     by ISSN centers based on the key title (field 222) and by
     cataloging agencies including abstracting/indexing services. 
     The abbreviated title may be created by the agency supplying
     the field or it may be taken from the piece.

The field would need to be made repeatable in case both an
abbreviated key title and another abbreviated title are recorded.

Indicator.  The ISSN center needs to be able to continue to
identify the particular abbreviated title that is the one
assigned by an ISSN center, based on the Key title and according
to ISO 4.  Thus Indicator 2 (Indicator 1 is already used to
indicate title added entry) could be defined to identify these
abbreviated key titles as follows:

     Indicator 2 -- Type of abbreviated title
     #     Abbreviated key title
     0     Other abbreviated title

     # - Abbreviated key title
     Value # indicates that the abbreviated title is based on the
     Key Title (field 222).  It is assigned by national centers
     under the auspices of the ISSN Network in accordance with
     ISO 4, Documentation -- Rules for the Abbreviation of Title
     Words and Titles of Publications and List of Serial Title
     Word Abbreviations.  Abbreviated titles are provided in
     field 210 by an ISSN Network national center for all serials
     of international interest, that is, records for which field
     022 (International Standard Serial Number) second indicator
     value is 0 or #.

     0 - Other abbreviated title
     Value 1 indicates that the abbreviated title is other that
     an abbreviated key title.

Subfield $2.  NLM has requested that a subfield be added to
enable an agency to identify the agency or service creating or
using a specific abbreviated title.  This subfield would be used
primarily when Indicator 2 is value 0.  It would not be necessary
when Indicator 2 is value # unless an agency uses the abbreviated
key title in their service.  It is clear from the definition of
value # that the abbreviated key title is only assigned by an
ISSN center.  Subfield $2 has been defined as Source in many
USMARC fields; it could be used for this purpose, and the content
of the subfield would be organization codes as listed in the
_USMARC Code List for Organizations_.  The subfield would need to
be repeatable since more than one agency or service might use the
same abbreviated title and want to be able to identify
themselves.  

3.   PROPOSED CHANGES

The following is presented for consideration.
In the USMARC Bibliographic Format, in field 210 (Abbreviated Key
Title): 

 - Change the name from Abbreviated Key Title to Abbreviated
   Title
 - Change the Definition and Scope to read:
       Field 210 contains a title of the work as abbreviated
       for purposes of indexing and citations.  Field 210 is
       supplied by ISSN centers based on the key title (field
       222) and by cataloging agencies including
       abstracting/indexing services.  The abbreviated title
       may be created by the agency supplying the field or it
       may be taken from the piece.
 - Make the field repeatable.
 - Define 2nd indicator (Type of abbreviated title) with the
   following values: 
       # Abbreviated key title
       0 Other abbreviated title
 - Rename subfield $a Abbreviated title.
 - Define an optional, repeatable subfield $2 (Source) for the
   agency or service creating the abbreviated title, as needed. 
   The agency is identified by a MARC Organization code of the
   name of the agency.
