1. BACKGROUND
CAN/MARC has a field 009 to carry detailed data on Cartographic
Material. It has the following description and components:
009 Cartographic Material - Physical Description Fixed Field
(Detailed)
This field provides physical description information about a
cartographic item at a greater level of detail than is
provided for field 007 (Physical Description Fixed Field). If
necessary, the field can be repeated to specify a multiplicity
of characteristics pertaining to a single item or to specify
individually the characteristics of each component in a multi-
part item.

Note that the current CAN/MARC 008 (Maps) and 007s (Maps and
Globes) are the same as found in USMARC.
2. DISCUSSION
Representatives of National Archives of Canada and several American
map librarians considered the data elements in the CAN/MARC 009 and
agreed on the following. Part of the data defined for 009 in the
CAN/MARC format is currently already defined in USMARC and in
CAN/MARC in 008 (Map), 007 (Map). Therefore values from only three
009 elements need to be added to the 007 (Map) and 008 (Map)
fields:
009/3-4 Physical medium add values to and modify Map 007/04
009/5 Creation technique add value to Map 007/06
009/8 Physical form of pub. add values to Map 008/25
009/18-19 Form of cartographic item already covered 007/00-01
A number of other data elements in 009 relate to cartographic
remote sensing images (RSI). RSI are a rapidly growing segment of
cartographic collections and additional retrieval points are needed
by institutions with special and large collections in this area, in
order to control and provide access to them. A discussion paper
(DP 95) was considered by the USMARC Advisory Group in July 1996.
It suggested adding positions to the Maps 007 to accommodate RSI.
Discussion of the new 007 elements brought out that a new 007 for
RSI rather than extension of the 007 for Maps was preferred, and
that the data elements needed additional refinement. The new RSI
007 is included in a separate proposal, 97-6. The 009 data
elements related to RSI and folded into the new 007 field are:

Postpone decision until January 1997. Discussion brought out the
following:
- Remove "archives" for the names of values as the format no longer
reserves values in that way. Some of the so marked values would be
useful for non-archival material.
- Clarified that Pre-production means Proof sheets.
- Need to annotate Single map to indicate that it does not include
separate supplement to another work, code f.
- A participant had seen examples of the type of cartographic
material represented by proposed values f and g in 008/25 in the
last year.

1. BACKGROUND
CAN/MARC has field 016 defined for the National Library of Canada
record control number. Field 016 is comparable to field 010 in
USMARC used by the Library of Congress for its control number.
2. DISCUSSION
Provision is made for the Library of Congress control number in the
record because it is treated like a bibliographic number in many
citations to items. The format also contains field 035 (System
Control Number) for control numbers of other agencies, with the
agency identified in the field. There have been discussions about
defining other distinct fields for utility or U.S. national library
control numbers, the consensus has always been not to define
additional places but to use 035.
The NLC Control number is used as a bibliographic number for
Canadian publications, much like the LC control number, as it is
the citation number in the Canadian national bibliogaraphy,
Canadiana. The NLC control number had been also printed on
catalogue cards distributed by NLC, although this service is no
longer offered.
USMARC Advisory Group comments, July 1996:
Postpone decision until January 1997. Option 1 preferred altered
as follows:
- Broaden field 016 to be National Bibliographic Agency.
- Define the first indicator to be National Bibliographic Agency,
with value # as National Library of Canada.
- Define another value 7 that indicates the agency is named in the
$2 subfield.
- Define a $2 subfield for the MARC Organization Code for the
National Bibliographic Agency.

1. BACKGROUND
The second indicator in USMARC field 028 (Publisher Number) has
four values:
Second Indicator - Note/added entry controller
0 No note, no added entry
1 Note, added entry required

CAN/MARC defines the indicator slightly differently, using it as
only a note controller, needing therefore only two values:
Second Indicator
0 Print a note
1 Do not print a note
2. DISCUSSION
The information contained in the "note" and "added entry"
indicators translate into "display" and "index" in the automated
environment. For the publisher number, many systems do not observe
those distinctions and simply make notes for displays and index all
or none of the values in 028. The Music Library Association points
out, however, that some libraries generating cards or other printed
materials from records do still want to retain the ability to
distinguish between the numbers for which added entries are
appropriate and those for which they are not.
MLA, however, is more concerned about the fact that even if values
2 and 3 were abandoned and the indicator were reduced to a display
controller, the Canadian proposal reverses the present values for
the indicator, so all records would need to be changed or the
values could not be trusted to be valid.
In order to retain the flexibility for generating added entries,
MLA recommends retaining the four USMARC values, mapping the
CAN/MARC value 0 to 1 and the CAN/MARC value 1 to 3. This would
allow the format to continue to allow added entry generation to be
controlled and also allow CAN/MARC users to continue to always
index the number.
The definition recommended by NLC is the same as that for the
second Indicator in the 247 (Former Title or Title Variations) and
the first indicator in the 76X-78X (Linking Entry) series of
fields. It is the opposite in values to those found in the first
indicator in the 240 (Uniform Title) and 243 (Collective Uniform
Title) fields. Both of the latter indicators had the dual purpose
and four values as that for 028 until the format integration
proposal in 1988, when it was decided to simplify them by
eliminating the added entry part of the values.
One solution might be to make the indicator obsolete, however,
NLC's Music Section requires the ability to control note generation
from field 028.
USMARC Advisory Group comments, July 1996:
Postpone decision until January 1997. Discussion brought out the
following:
- Uses of the USMARC values articulated were for printing (OLAC),
for indexing (University of New Mexico) and for card production
(OCLC). NLM uses all four values and prefers Option 2.
- If Option 1 were picked then it would be impossible to interpret
any existing records.
- Explore an option that adds two more values and makes obsolete
the 0 and 1 values.
- NLC is interested in reexamining this issue in Canada.

1. BACKGROUND
Field 082 in USMARC has the following definition for the 082 field,
Second Indicator:

The CAN/MARC format does not have the indicator defined.
2. DISCUSSION
The definition of the indicator in USMARC was established because
the Library of Congress takes responsibility for the development of
the Dewey Decimal Classification for OCLC/Forest Press (the owners
of the classification) and then assigns the classification to
approximately 60% of the material added to the LC collections
(including approximately 80% of the English language material
added). The Library of Congress does not shelve by the Dewey
number, but many public and research libraries do, and the Dewey
group assigns numbers to make the records more useful and the call
numbers more consistent among libraries. A smaller library may not
have an expert in classification on staff.
The assignment of a number by the decimal classifiers at the
Library of Congress is identified in the second indicator by value
0. This is used by the Dewey office for several activities: for
"teaching" by example as the assignment is considered
"authoritative"; for promoting consistency in the assignment of
Dewey numbers; and for automatically generating mappings between
LC-assigned Dewey numbers and LCSH.
National Library of Canada assigns Dewey numbers to most of their
collection also, but has not needed to designate this fact until
now.
Rather than augment this indicator, consideration should be given
to whether the indication of the assigning agency for the number is
still needed in the record. Code 0 indicates that Dewey staff made
the assignment but is there a need for other groups of assigners to
be identified? Assignment can be roughly attributed to the library
designated in the 040; is that sufficient? If so would Canada need
a value since they do not have this indicator now and thus do not
currently mark the records to which they assign numbers?

1. BACKGROUND
Canada requests a new field to the format to carry the CODOC
shelving number that is applied to Canadian federal and provincial
government documents in Canada. This numbering system originated
at the University of Guelph and was developed by the Ontario
Universities Library Cooperative (OULCS) Cooperative Government
Publications Project. The CODOC number is a variable-length code
consisting of alphanumeric characters. The number is applied by a
number of Ontario libraries. More than one number may be applied
to the same document. The National Library of Canada does no apply
the number.
CAN/MARC currently uses the tag 088 for the CODOC number and is
willing to change since it conflicts with the field 088 (Report
Number) in USMARC.
2. DISCUSSION
In USMARC, if a government document number has some topical
intelligence built into the number, it is recorded in field 086
(Government Document Call Number); and if it is a number used for
distribution of the government document it appears in field 074
(GPO Item Number). Both of these fields are for numbers assigned
by a government agency to government documents. Field 086 has an
indicator value for the Canadian printing office number, which is
applied by the Canadian federal government. USMARC and CAN/MARC
field 084 is also used for "other" classification numbers not
assigned by government agencies.
The CODOC number is like the government numbers in field 086 but it
is assigned by non-government agencies and is a "local" schema.
Field 084 has $2 defined to indicate the schema of the number, so
it appears that 084 could be used instead of a new field. A code
for subfield $2 would need to be defined such as "cacodoc" (since
the code "codocs" has already been used for Colorado state
documents).
USMARC Advisory Group comments, July 1996:
Postpone decision until January 1997. Discussion brought out the
following:
- Preference was to use either 084 or 086 rather than a new tag
because of the similarity of the information.
- NLC thought that would be acceptable.
- Additional characteristics of the number: there may be multiple
ones for the same document; NLC does not assign these numbers.
- Some felt that 086 was precluded since these numbers are not
assigned by a government agency.
3. PROPOSED CHANGE
In the Bibliographic format:
Option 1:
Establish a new field 085 for the CODOC numbers. Investigate
whether there are other numbers that could go into the 085 and, if
so, generalize the field.
085 CODOC Number
This field is provided for the document shelving number for
Canadian federal and provincial government documents that was
recommended by the Canadian Task Group on Cataloging
Standards. The CODOC system originated at the University of
Guelph and was developed by the Ontario Universities Library
Cooperative (OULCS) Cooperative Government Publications
Project. The CODOC number is a variable length alphanumeric
code.
