Appendix 1 -- Occupational Specialty Code Procedures

The following is intended as a practical guide to the assignment of Occupational Specialty Codes to new or reclassified positions.

  1. Determine whether the position is covered by the OSC System
    1. Covered Positions
      1. Apply Defined OSCs:
        • GS
        • WG, WL, WS
        • GW, WW
      2. Assign 000-:
        • Experts
        • Special Experts
        • Investigators (Tenure Track)
        • Research Fellows
        • Visiting Scientists
        • Visiting Associates
    2. Positions Not Covered: (Assign Blanks)

      EX, SES, RS, CO, Visiting Fellows, IRTAs, Members of Advisory Boards, Councils and Committees, and Student Volunteers

  2. Covered positions that require defined OSCs (section 1.a., above):
    1. Identify the position's series. Analyze the duties, responsibilities and any specialized qualifications requirements. Please keep in mind that the level or grade is captured separately in the Competitive Level Code, while the supervisory and managerial characteristics are designated in the Supervisory/Managerial Indicator Code. Therefore, in assigning an OSC consider what function is being performed or supervised rather than the supervisory duties or grade level of the position.
    2. Compare the function performed to the OSC definitions for the series in the NIH OSC library.
    3. Where the position's function is substantially similar to a described OSC, assign the appropriate code.
    4. If a match cannot readily be made, the classifier should consider the following sources of information in determining the appropriate OSC:
      1. The governing classification and qualification standards.
      2. The critical elements described in the position's performance management plan.
      3. The opinion of program officials.
    5. If, after reviewing all pertinent information, the personnelist determines that a new OSC is required, prepare an Occupational Specialty Code request and forward it to OHRM/DICC.
    6. Record the appropriate code in block #13 of the OF-8, in Part II, Item 13 of the SF-52, and enter the CLC field for electronic transmission to the Employee's Master Record.
