Victor Powers welcomed everyone and kicked the
meeting off.

The NITAAC
Program Director, Victor Powers
briefed the IAC on a new initiative introduced by the Environmental Protection
Agency (EPA) under Executive Order 13101.
Most Federal Agencies are already supporting the President’s Executive
Order for “green computing” or “environmental IT.” The Federal Electronics Challenge Program is a
purchasing, use, and end-of-life challenge to purchase more environmentally
preferable computer products. By 2008,
95% of computer units purchased by government contracts will be qualified as
Bronze or higher in accordance with the EPA Electronic Product Environmental
Assessment Tool (EPEAT) standard. EPEAT
is an environmental procurement tool designed to help purchasers compare
desktop computers, laptops and monitors based on their environmental
attributes. NITAAC expects to implement
this new policy as quickly as possible by making changes to its existing
contracts where possible, and by offering this feature to its Government customers.
The IAC discussed that one of NITAAC’s challenges
is the requirement to maintain the fair opportunity process with its many
vendors during the transition to the new EPEAT computer equipment standards –
especially with those vendors who do not yet offer EPEAT-tested products.

Outreach/Upcoming Shows and Marketing Programs
Cheryl Brown, CTS, from
NITAAC’s Outreach and Education Team briefed the IAC on the upcoming NITAAC
Webinar currently scheduled for October 12th. This will be a live event initially for Government
customers only. Immediately after the
event, the Webinar will be posted on the NITAAC web site for all to view. A notice will be sent to all prime
contractors shortly asking that they invite their Government customers to log in
to the Webinar. This is a benefit to
your customers that use GWACs. Primes
are also asked to contact NITAAC with recommendations for future speakers at
NITAAC events that you would like to hear.
The October 12th Webinar will feature a
presentation on The Future of GWACs—Choices, Options, and
Benefits by Dr. Steven Kelman former OMB
Administrator for the Office of Federal Procurement Policy under
President Clinton.
Cheryl Brown also provided a NITAAC Learning Center Update. NITAAC has a pilot in progress, developed by
CTS, that provides web-based learning assets to both Government customers, and contractors
available via the NITAAC Website. As
soon as the pilot is complete, the learning center will be opened to all in the
October time-frame. Please watch for it
to appear.
A NITAAC Newsletter is in the works with articles of
interest to all Prime Contractors and their customers. It will feature news and events germane to
NITAAC’s contracts.
Outreach Schedule for October 2006.
· Greg Holliday, from NITAAC, and Bob Grove, from CTS,
will be representing NITAAC at the upcoming AFCEA C4IST Show, Ft. Huachuca,
Arizona during the first week in October.
· The next show for NITAAC is the GovTech 2006 Fall
series at various East Coast military bases in the

Ms. Cheryl Brown, CTS, briefed on the results of NITAAC’s participation in the E-Gov Enterprise Architecture Conference. Her comments were - Best conference – great location at the Ronald Reagan building-the right audience resulting in Good leads. Overall very positive for NITAAC and industry participants!!!
è Discussion/Status of IAC Subcommittees’ Agenda Items Mr. Rusty Wall
– Marketing- Ms. Geralynn Franceschini provided a short presentation
on the Marketing efforts to date.
– Programs- Ms. Diane McLaughlin could not attend the September
meeting.
– Government Affairs- Mr. Dwight Chamberlain briefed on the efforts
of the Government Affairs subcommittee examination into the changing GWAC
contract environment. He presented some
interesting perspectives on the changes in the environment. (Please view the
attached Government Affairs subcommittee minutes from the Sept 2006
meeting.)

ECS III has an inception to
date total of 60,000 orders for a total value of $1.2B.
IW2nd has recently added numerous CLINs to its portfolio. Currently awarded are 460 Delivery Orders
with a value of $71M and 42 Task Orders valued at $17.2 in initial award value
(w/ options $13M additional).
CIO-SP2i now has 559 awarded Task Orders with a base year value of $1.5B
and an option year value of $6.0B if all options are exercised.
è OMB/GSA IT Standard Labor Categories Strategic Sourcing Work Group
Mr. Donald Wilson, Senior Contracting Officer is
representing NIH on an OMB Strategic Sourcing Working Group for GWAC Contract
holders’ investigation measures to standardize IT-related labor categories and
rates. More info to follow as the
working group holds its sessions.

are solicited to suggest agenda items for the business meeting. Let us hear what’s on your mind.

agenda items for the upcoming business meeting.
The agenda for the Vendors
Business Meeting will include items specific to each individual NITAAC contract
(CIO-SP2i, IW2nd, and ECS III).
Your input is requested on any
new agenda items for the next IAC meeting, and for the next NITAAC business
meeting on November 17th.
Please propose any desired agenda items or your desire to participate on
the IAC Subcommittees as a new member.
