Release Number: R4-02-48

Atlanta, GA -- Dr. Gavin Smith was recognized by the Federal Emergency Management Agency (FEMA) Region IV Saturday for his work in promoting disaster mitigation while he was the hazard mitigation chief for N.C. Emergency Management Division. During his tenure with the Division, he provided much of the vision and leadership in developing North Carolina's comprehensive hazard mitigation program.

"While we cannot prevent hurricanes, tornadoes and other disasters from occurring, we can do something to reduce the possibility of personal injury and the amount of property damage," said FEMA Region IV Director Ken Burris. "Gavin's dedication, drive and enthusiasm for the philosophy of mitigation are serving to make many North Carolina communities more disaster resistant."

Smith was instrumental in North Carolina becoming the first state in the nation to require counties and municipalities to develop their own multi-hazard mitigation plans, a move that will save taxpayers millions of dollars following future natural disasters. Smith left state government service in April 2002, to join Durham Technologies, a worldwide consulting firm based in Durham, NC.

The award was presented during the 2002 Southeast Disaster Resistant Communities Summit in Charleston, South Carolina, on June 22. The award was one of four special recognitions made to individuals for their outstanding work in furthering disaster mitigation in the Southeastern states. Twelve other awards were made in categories ranging from corporate involvement in mitigation, to innovative new construction projects. Each of the 12 recipients was honored for their work in safeguarding communities by making them more resistant to natural disasters. Award recipients were nominated by county, state or federal emergency management workers.
