Final Determination for the Congaree River, South Carolina Flood Hazard Study

Atlanta,GA -- The Federal Emergency Management Agency (FEMA) announced its "letter of final determination" on the Congaree River flood insurance rate map at a meeting in Columbia, S. C., this afternoon.

The federal decision affirms the revised preliminary map dated Sept. 26, 2000, with some minor changes. This means that the floodway designation landward of the Manning levee will remain in place. This does not preclude new development or improvements to existing facilities.

"This Congaree River flood map is based on the best available science and technology and on the specific recommendation of my staff," said FEMA Director Joe M. Allbaugh. "I concur with the staff's recommendation."

Officials of the governmental entities of Richland and Lexington counties and the cities of Columbia, West Columbia and Cayce, appellants and the public were invited to attend the session.

"This process has been ongoing for several years," said Bob Shea, acting Federal Insurance Administrator from FEMA's national headquarters. "The FEMA decision on the Congaree River flood study was based on a process including an exhaustive appeal, with appellants, the public, government officials and FEMA having input in the work."
