For the hearing or speech impaired, the TTY number is 1-800-462-7585. Both toll-free numbers will be available 6 a.m. to midnight, seven days a week, starting Sunday, November 7, 2004.

FEMA also is available to answer applicant questions by calling the same toll-free numbers and selecting the "Helpline" option. Helpline operators are available from 7 a.m. to 10 p.m., seven days a week.

On March 1, 2003, FEMA became part of the U.S. Department of Homeland Security. FEMA also initiates proactive mitigation activities, trains first responders, and manages Citizen Corps, the National Flood Insurance Program and the U.S. Fire Administration.
