Office of Program & Public Liaison (OPPL)

The OPPL provides the functions of congressional liaison and the relatively new function of public liaison for the NICHD.  The OPPL was originally established in 1999 as the Office of Legislative and Public Liaison, but was renamed in 2003.

In its legislative role, the OPPL serves as the coordination point for all of the NICHD’s interactions with Congress and other legislative bodies, and with outside research advocacy groups on legislative issues, including the meaning and impact of legislative language in bills and congressional reports on the Institute. 

Internally, the office staff is also a resource for the NICHD Office of the Director and program staff for guidance in working with the Congress, for providing information on Congress, and in describing its activities, including pending legislation.

On the public liaison side, the staff coordinates inquiries and requests from outside organizations and constituency groups.  The Office also helps to disseminate research results to specific audiences and distributes other information about the NICHD’s and the NIH’s programs and processes to those groups and interested individuals.  The staff also convey to outside organizations opportunities for public input and work to identify new avenues for public involvement with the Institute.
