Lessons Learned? Chemical Plant Safety Since Bhopal Ernie Hood Abstract In December 1984 one of the world's worst chemical manufacturing accidents occurred at Bhopal, India. That accident and others since have caused policy makers to rethink regulations on chemical handling and processing regulations and have engendered new safety programs at plants to help ensure that such accidents are less likely to happen in the future. In the meantime, much debate has been stirred over whose role is it to foster chemical plant safety and over how to best do so.
