Individual Fellowship Awards (F31/F32/F33)

Activation: In the initial year of the fellowship, an activation notice must be submitted to the awarding component before funds are expended. An activation notice is not required in subsequent years unless the fellowship is at a foreign or federal site. The RUTH L. KIRSCHSTEIN NRSA Fellowship Activation Notice is available from the following web address: http://grants.nih.gov/grants/forms.htm. This form must be completed upon Activation and returned to the address below.

Termination: Upon termination, submit a Termination Notice (PHS 416-7) and attach a categorical breakdown (stipends, institutional allowance, tuition, and travel) expended on the award.

Payback: Support for the initial 12 months of NRSA Postdoctoral training incurs a service payback obligation that can be satisfied by receiving an equal period of postdoctoral NRSA support (starting with the 13th month of postdoctoral NRSA support) or by engaging in an equal period of health-related research or teaching as previously prescribed. The Payback Agreement form is available at the web address http://grants.nih.gov/grants/forms.htm.

The award may not be activated from October 1 through November 15 or prior to the issue date of this Notice of Fellowship Award.

Institutional Training Grant Awards (T32)

Appointment: A completed Statement of Appointment (PHS Form 2271) for each trainee appointed or reappointed to the training grant must be submitted as soon as the appointment is made. No stipend or other allowance may be paid until the appointment form has been submitted. Additionally, a completed Payback Agreement (PHS Form 6031) must be submitted for each trainee in his or her first twelve months of postdoctoral support.

In accordance with Public Health Service policy, trainee appointments of less than 9 months duration require written prior approval from the awarding office. The number of trainees appointed for this budget period may not exceed the awarded number in each category shown on the Notice of Grant Award (for Short Term, Predoctoral and Postdoctoral positions) without written prior approval from NINR. Trainee appointments may begin at any time during the budget period. When an appointment starts in a budget period, the entire stipend for that appointment must be charged to that same budget period. Trainee appointments may extend beyond the end date of the budget period to accommodate a normal 12-month appointment. That is, such appointments need not coincide with the end of the budget period. If an appointment does extend beyond the end date of the budget period, the Financial Status Report (FSR) should reflect the portion of the stipend commitment remaining unpaid at the end of the budget period as an unliquidated obligation.

Termination: Within 30 days of the end of the total support period for each trainee, the institution must submit a Termination Notice (PHS Form 416-7). Failure to submit the required forms in a timely, complete, and accurate manner may result in an expenditure disallowance or a delay in any continuation funding for this award.
