NCRR's Division of Biomedical Technology supports research to develop innovative technologies and helps make them accessible to the biomedical research community.

NCRR's Division of Comparative Medicine helps meet the needs of biomedical researchers for high-quality, disease-free animals and specialized animal research facilities.

NCRR's Division for Clinical Research Resources provides funding to biomedical research institutions to establish and maintain specialized clinical research facilities and clinical-grade biomaterials that enable clinical and patient-oriented research.

NCRR's Science Education Partnership Awards are designed to improve life science literacy throughout the nation.

NCRR's Division of Research Infrastructure supports programs to enhance the competitiveness of investigators in underserved states and institutions and also provides funding to build, expand, remodel, or renovate research facilities throughout the nation.

NCRR Fiscal Year (FY) 2007 Funding Strategies

With the enactment of PL 110-005: Revised Continuing Appropriations Resolution, 2007 on February 15, 2007, the NCRR has funding for the remainder of FY 2007. Under this resolution, the following specific grant funding guidelines apply to NCRR awards and Roadmap awards administered by NCRR.

NON-COMPETING AWARDS (TYPE 5):

Consistent with NIH-wide policies, non-competing grants that include inflationary adjustments and Clinical and Translational Science UL1 awards will receive a 2.9% reduction in FY 2007, and future fiscal years commitments will be adjusted as well by applying the same reduction factor.

Clinical and Translational Science Awards:

  • Research Centers grants (UL1 awards) will be funded at 97.1 percent of the FY 2007 committed level. This reduction will be continued through the remaining outyears.
  • Research Career Awards (KL2 awards) will be funded at full committed levels.
  • Research Training awards (TL1 awards) will be funded at full committed levels.

Research Project Grants will be funded at 97.1 percent of the FY 2007 committed level. This reduction will be continued through the remaining outyears.

SBIR/STTR Grants will be funded at the full committed levels.

Research Centers Grants will be funded at 97.1 percent of the FY 2007 committed level. This reduction will be continued through the remaining outyears.

Research Career Awards will be funded at full committed levels.

Research Training Awards will be funded at full committed levels, but savings may be achieved by reducing the number of trainees funded by the grant. National Research Service Awards (TL1's) will be calculated by applying the "New NIH Policy for Funding of Tuition, Fees, and Health Insurance on Ruth L. Kirschstein National Research Service Awards" (see NIH Guide Notice NOT-OD-06-093external link, opens in new window, August 18, 2006).

Conference Awards will be funded at appropriate levels with programmatic and Office of Grants Management (OGM) funding recommendations.

Other Research Grants will be funded at full committed levels, with the exception of Science Education Partnership Awards (R25's), Clinical Research Education and Career Development awards (R25's), and Resource Related Research Projects (R24's), which will be funded at 97.1 percent of the FY 2007 committed level. This reduction will be continued through the remaining outyears.

COMPETING AWARDS (TYPE 1, 2, or 3):

Research Project Grants will maintain the same average cost as FY 2006.

Research Centers Grants will be funded at appropriate levels with programmatic and OGM funding recommendations, with the exception of the General Clinical Research Centers awards. Divisions will use their overall budgets to guide their funding decisions.

General Clinical Research Centers Grants:

  • Type 1 (new) awards will be funded at appropriate levels with programmatic and OGM funding recommendations.
  • Type 2 (competing) awards will be funded at 97.1 percent of the FY 2006 awarded level.
  • No inflationary adjustments will be made in the outyears for both type 1 and type 2 awards, which is consistent with the outyear funding for CTSAs.

All other competing grants (i.e., Other Research, Training) will be funded at appropriate levels with programmatic and OGM funding recommendations. Divisions will use their overall budgets to guide their funding decisions.

COFUNDED GRANTS (Types 1, 2, 3, or 5):

All funds received from other I/C's to fund NCRR grants will be subject to the above funding strategies.
