1. Hot Issues in Human Resources - Richie Taffet

Copy of OPM Management Satisfaction Survey distributed

Instructions on transcripts distributed

An ethics survey is out, Richie is asking for our input. Please take a moment to complete the survey.

OPM is initiating a Management Satisfaction Survey. With each vacancy that is announced, a link to an OPM survey will be sent to the selecting official. This is a temporary measure to analyze how well the recruiting is functioning.

EHRP training and HR processing is now available - training August 28th & September 26th.

OHR Staffing Operations and Policy (SOAP) Group policy was passed out and states that you can apply to a vacancy with a copy of the transcripts but when you come on-board, the applicant will need to provide original transcripts - Applies to Title 5 positions only. This would not be a requirement for current staff, your SF50 would suffice.

 

2. NBS Update - David Snight, NBS Change Management Office

Conference room piloting testing is currently under way. This is the first time it's being tested externally. Role mapping and data conversions are the next steps. In February, 2007, NBS will be rolling out the tracks for: IAG's; supply and replenishment; property; and acquisition.

 

3. Miscellaneous Issues - Susan, Tim and Linda

a. Corridor Cleanup - The NIH Fire Marshal is going to visit all corridors and tag anything that is encroaching on the safety requirements. If not removed within one month, they will remove it for you. This could be a major property issue so please be alerted to what will be going on.

b. Personnel Security Checklist -

DRAFT Security Designation Levels for Intramural Positions distributed

Linda & Susan on a subcommittee for this task and Summer Students were the test pilots. Now they are moving towards making this "live" across the campus. She has asked everyone in the meeting to review this and bring back comments at next month's meeting.

c. EWITS - Handout on Wits/EWITS distributed

HR is going to take what is already done in WITS and convert into EWITS. This is being mandated from the department. EHRP will feed into EWITS according to HR. The deadline of 9/11/06 is for the implementation of EWITS. The first function is the recruit action so Susan is asking for volunteers to participate in a pilot test

d. Administrative/Management Seminar Series - Colleen Barros is starting this series, similar to the scientific seminar series . She has 2 AO's on this committee to help get this started. Tim will send out more information as it becomes available. Ideas for speakers could also be sent to Tim or Mary as suggestions.

e. Budgeting Awards in the new PMAP system - defer until next meeting

f. Status of NIH-wide AO recruitment - vacancy announcements for AO's have gone out and are closed. How the entire process will actually work is still being worked out with the committee that Barbara Merchant is heading.

g. Vision Committee discussion will occur at our August IAO meeting. The August IAO meeting will be use for the purpose of discussion of a charter, our vision, creating a committee, etc. Please attend if you'd like to provide your feedback.

 

4. Portal Committee Update - Jeff Domanski, NINDS

Every avenue is being taken to get this moving, but the committee has consisted mostly of admin techs. The committee is trying to get the guidelines written and posted, and it is slowly moving forward. This portal is intended to be the "white paper", a one-stop shop for announcements, calendar items, links to HR website, NBS, OHR, applications, etc.

 

5. Inventory of Change - Anita Brooks

DRAFT format & information on the Administrative Processes Working Group distributed

Administrative Processes Working Group -- Teams of groups who are going out, interviewing OM managers,. Anita is looking for suggestions on how to get this information out, what format, etc. She'd like feedback from the IAO community. Anita, Stephanie and Linda agreed to be on a working group to help

 

 

6. AO Competencies and Scientific Focus Groups - Laurie Bullman

Validation of AO competencies - some people do not understand the difference between Performance Mgt and our AO Competency Model 2) a problem with translating "industry" terminology (i.e. private sector business terms) into public sector language, 3) the differentiating between levels of competency (expert vs leader) is not clear enough. There is a need to do more educational sessions on the above topic. Next step is to align competencies to GS levels and associated training.

 

7. How to Handle Trainees - Joan Schwartz

Joan handed out a variety of information about the OITE (Office of Intramual Training and Education) and the student programs. She wants to create a subcommittee to look at the DDIR website that is available to NIH staff only. Also, she would like a group to look at the GPP MOU before it is distributed to all the ICs. Eve has something similar already, so she agreed to have someone on her staff on this committee. Also, Deborah Dease, and perhaps someone from the NIMH fellowship office and Debi Anderson from NIDDK can serve on this committee.

August 3, 2006, IAO meeting at 12:30, 10/2C116 - we will focus on the vision committee plans. All are invited to attend
