Closed Session (12:30 - 2:30)

1. Hot Issues in Human Resources - Richie Taffet

Richie provided a handout for the administratively determined employees. The increase will be processed centrally back to 1/8/06.

Richie provided a status of hiring controls. As we all know, the categorical exceptions are still good through 3/10/06. They don't know what will happen on 3/11/06 but the workforce plan is downtown. They are waiting for a response.

There is still no answer on Administrative Summer Students. They hope is to hear something soon.

An e-mail should have been received about the GS-14/15 classification. It's out on the portal and is available to everyone if you did not receive it.

The Title 42 pay model - 1 page summary chart - has been published for 2006. The major difference is the new Quartile IV. This would be a rare and extraordinary category, the Department expects only a few select individuals in this category.

A committee will meet to determine the salaries based on the recommendations sent forward for the new pay model for the 4 Deputy Director levels for NIH.

The pay increase for the Title 42 (g) employees will be in this spring. According to the Department, spring is April 2 - June 11 and the effective date will be made retroactive to 4/2/06. If for some reason your submission is delayed, it will require an exception. In some situations, a pay adjustment request must go to NCC, so Richie suggests you start now .

For SBRS, there will be an automatic 3%, it will be performance based. Up to 7% additional is possible for a total of 10%

 

2. Miscellaneous Issues - Susan and Mary

a. AO-CO Subcommittee from Bob Best

Bob is asking for volunteers for a committee so that he can discuss issues and changes of mutual interest.


b. Personnel Security - updates for summer program and beyond

Instructions on how this has to work for the summer students was recently sent out. Anyone less than 6 months will get campus access.


c. Selection of person to fill DDIR Liaison position

Linda Adams has been selected for this position. She will officially start on the books 4/2/06.


d. Discussion of EO/AO retreat presentation and future actions

Susan brought handouts from the combined EO/IAO meeting on 2/24/06

Lynn Hellinger will be coming back @ 2:00 to discuss the feedback from that presentation.

Competencies are being developed for AO careers and the committee developing these competencies is looking for volunteers to help. Please consider donating your time so we have input on these since they affect us at all levels.

 

 

3. Proposal for a vision committee and sub-committees - Jeff Domanski, NINDS

4. Presentation of "Contextware" - Katy Perry and Myra Thomas

A software database for Administrative Processes was demonstrated. This is possibly a cost savings to the IC's but not just in real dollars, but also in time by addressing the requirements for various personnel packages, instructions on how to process actions, etc.

 

Open Session (2:00 - 2:30) EO/AO Retreat Action Items

Discussion with Lynn Hellinger about the whether the presentation given on 2/24/06 addresses the main concerns of the AOs. Some of the topics raised during the discussion include:

 

Next meeting: March 14, 2006, 9:30-11:00 - joint IAO/EAO meeting in building 1, Wilson Hall. Topics of mutual interest include: NIH Property, Ethics information and the new NIH performance program. All intramural AOs are invited to attend, please encourage your staffs to attend.
