The purpose of this Notice is to reaffirm the commitment of the National Institute of Neurological Disorders and Stroke (NINDS) to supporting the program project (P01) and center grant (P50) mechanisms and to announce policy revisions related to NINDS P01 and unsolicited P50 applications.

The program project and center grant mechanisms are important and valuable mechanisms for advancing collaborative science in areas relevant to the NINDS. The following revisions are the product of open session discussions during the February 2007 National Neurological Disorders and Stroke Advisory Council meeting.

Effective with the September 25, 2007 receipt date (May 2008 Council), the NINDS is implementing a 10 year time limit on all P01 grants and unsolicited P50 center grants.

• New P01 and unsolicited P50 applications are restricted to a 10 year time period which would allow for one competing renewal.
• Competing continuation applications of Program Project grants and unsolicited center grants will only be considered for a second competing award, for a total project period of up to 10 years. All Program Project grants and unsolicited center grants that have already competed successfully for one or more continuation awards, (i.e., currently in sixth or later years of support), will end at the completion of their current project period, and will not be continued further.
• All non-competing commitments for future year support made to current program project grantees will continue to be honored as indicated on the current Notice of Award.
• Current P01 and unsolicited P50 awardees are strongly encouraged to contact the NINDS program official identified on the Notice of Grant Award for further information and to discuss future options for the transition from support under the P01 or unsolicited P50 to support under other investigator-initiated grant mechanisms. • This policy does not apply to applications submitted in response to Requests for Applications (RFAs) or Program Announcements that include specific receipt dates and/or acceptance procedures.

The full set of policies and procedures related to NINDS program project and center grants is available at the following location: http://www.ninds.nih.gov/funding/ppg_guidelines.htm.  For program project grant and unsolicited center grant applications (and any other unsolicited grant application) requesting $500,000 or more in direct costs (exclusive of any consortium F&A costs) for any year, the applicant must: 1) contact the NINDS program staff at least 6 weeks before submitting the application; 2) obtain agreement from the NINDS staff that NINDS will accept the application for consideration for awards; and 3) include a cover letter with the application identifying the NINDS staff member who agreed to accept assignment of the application.
