Small Business Research Programs
The Small Business Innovative Research (SBIR) and the Small Business Technology Transfer (STTR) Programs support research and development (R&D) of innovative technologies that have the potential to succeed commercially or to provide societal benefit. The STTR program is specifically designed to encourage cooperative R&D efforts between small businesses and U.S. research institutions, which assume substantial responsibilities as subcontractors on STTR grants.
It is important to note that although the applicant organizations must be small businesses, scientists at research institutions, including colleges and universities, play important roles on SBIR and STTR grants, and may obtain significant levels of funding for technology research and development under these programs. The principal investigator (PI) must have primary employment by a small business under the SBIR Program; this is not a requirement for the PI on an STTR grant. The PI on an STTR grant can be employed by a university or another research institution. So, while these two programs are similar in many respects, they are distinct programs with separate allocations of funds, and with some important differences.
